Dr. Emmanuel Thomas Gatabazi is a seasoned, high profile Finance and Banking professional, with a vast knowledge of financial management, institutions and banking.
He is a former Executive in charge of Rwanda Public Financial Management (PFM) reforms and PFM Trust Fund with donor contribution from the World Bank, EU and DFID and later on oversaw the PFM basket fund that was established by PFM Donor Group. He was responsible for the coordination of all PFM reforms across the country including fund raising for and managing the activities under the PFM trust fund.
For the past 25 years he has held a variety of positions including lecturer, director of finance, accountant general supervising two directorates, public accounts and national treasury, vice-rector in charge of administration and finance of a Government University and as a Senior Bank official.
Dr Gatabazi got his PhD from the University of Fort Hare, his thesis investigated why SMEs don't get adequate bank financing and has an MBA specialising in Finance, he holds a certification in Financial Programming and Policies, Corporate Governance, Risk management and Financial Modelling.
Kubwimana Angelique is a dedicated Loan Officer with expertise in credit analysis, loan processing, and client relationship management. She holds a Bachelor’s degree in Banking from the University of Rwanda, which has equipped her with a strong foundation in finance, risk management, and customer service. In her role, she specializes in assessing financial capacity, evaluating collateral, and structuring loan agreements that align both client needs and institutional requirements.
